How to Drive a Car in Winter Weather
Driving your car while the roads are snowy and icy can be a stressful ordeal. While some vehicles are well-suited for the snow, some are not and require preparation and know-how to keep the car under control.

1. Get your car serviced regularly. Preventive maintenance is key. Make sure your battery, cooling system, and windshield wipers are in tip-top shape. You'll spend less money servicing your car than you'll spend towing and fixing it if your car gives out while you're on a dark, snowy road.

2. Buy snow tires or add chains to your existing tires if you live in a very snowy climate. Snow tires have special treads that dig through the snow and allow the vehicle to have better traction, They're also made of a more tender type of rubber, so that they don't freeze hard in cold temperatures. All season tires do not clean themselves of snow properly and become clogged in deep snow.It is best to get snow tires for all 4 wheels, but if you're running on a tight budget and your car is rear-wheel drive, you may be able to get away with just adding snow tires to the rear. Most tire stores will only install snow tires or studded tires to all four wheels of a front wheel drive vehicle. The rear tires should have equal or greater grip than the front tires to provide safe braking especially when going downhill.

3. Practice driving in winter weather: If you're learning to drive, or are unfamiliar with driving in snowy and icy weather conditions, practice after a storm in a large, empty parking lot with a seasoned driver. Practice how to brake safely, learn to get out of a skid, and how your car handles in winter weather. This can actually be a lot of fun!

4. Put a few sandbags directly over the rear axle if--and only if--you have a rear-drive vehicle. This isn't the safest idea. The weight of the sand provides more pressure on tires to provide better traction, but the added weight in the rear of your car decrease maneuverability and braking because the added weight will increase momentum and if too much is added it could "sling" the rear of the car out in a turn. The sand in the bags could be used to provide traction when you're stuck by pouring some sand in front of the slipping tires. When they're in your car, tie them down if they're in the passenger area so that they don't move or fly around if you do end up swerving. But be very careful when braking if the forces on your car are not equally distributed (e.g. braking while turning), because you will have the tendency to spin backwards.

5. Look ahead and keep a very safe distance from the vehicles in front of you (double the distance you normally would). Keep scanning the vehicles in front of you and look out for brake lights. If you've kept your distance you should be able to bring your vehicle to a stop with distance to spare, instead of having to slam on your brakes and sliding into the vehicles in front of you.

6. Ease up on the gas if your car starts to slip in place while you're trying to accelerate from a standstill. Remember, the wheels have better traction when they are not slipping. If you have an automatic transmission put the selector lever to 2. Most cars lock the transmission in second gear to facilitate easier starting from a slippery surface.

7. Drive slowly and carefully. No matter how much preparation and experience you might have, the way your car will move on snow or ice always has a big element of unpredictability. Anticipate turns and stops so you can approach them gently. Do not accelerate into turns. Coasting through the turn works best in deep snow or on icy roads.

8. When stopping plan well in advance, apply the brakes gently, and slowly add pressure rather than fast sudden braking. Intersections are often extremely icy so do not rely on being able to come to a stop in your normal bare pavement zone. If your car is equipped with anti-lock brakes, the best thing you can do to stop the car quickly is to apply firm constant pressure to the brake pedal. The ABS system will maintain traction, and you will be able to steer the car during braking. If your car doesn't have anti-lock brakes and the wheels do lock, release the brake and re-apply gently. Usually, repeatedly tapping the brakes has good results. Do not try to steer a car not equipped with ABS if your wheels are locked or close to locking. If there is an obstacle in your path and a collision is imminent, it is best to release the brakes to unlock the front wheels and steer around the obstacle with no gas pedal applied. 9. There is much confusion caused by the ambiguity used when instructions are given regarding skidding and the direction of the skid. A great number of people fail to realize that skidding involves the loss of grip of the rear wheels of the car (with rear wheel drive cars) and occurs when the rear of the car is trying to pass the front. To correct for any skid -let up on the gas and gently turn your wheels in the direction you want to go. It is a very natural desire to turn that way and so there is nothing complicated to have to remember which way to turn. Be careful not to over correct and do not re-apply the gas until you are again headed in the direction you want to go. If you happen to see someone in the ditch facing the opposite way they were traveling - they undoubtedly turned the wrong way or did not let up on the gas.

10. Don't accelerate while turning! When people say "accelerate," they usually mean speed up. But, remember from high school physics, that there are really three ways to accelerate (change your velocity). All of the three can cause skidding. They are (1) speeding up, (2) slowing down, and (3) changing direction. If you're doing one of the three, don't be doing another simultaneously. For example. if you're turning, don't speed up or slow down, stay at a constant speed. If you're in the middle of a turn and discover you're going too fast, remember, now is not the time to brake! Wait until you've finished turning and avoid a skid.

11. Many people are understandably terrified of hills in wintery driving conditions. The first thing to remember is to never apply the brakes on a hill if you can avoid it whether going uphill or downhill. Remember that the slower the wheels are moving (and that the engine is revolving), the more torque is applied. When approaching an incline, speed up slightly before reaching the hill to give you the momentum to get up the hill. Never slow down before attempting an incline or while you are on the hill. Declines are perhaps more difficult to deal with. When approaching a decline, slow down before you reach the hill, then coast down the hill as safely as you can. On long steep declines, coast as long as you can, but DO NOT let your car get out of control. Judiciously apply the brake to keep your speed to a manageable level. On cars with manual transmissions and where it is legal, engine braking is invaluable in dealing with declines in winter weather.

Got a thing for homemade tortillas? Pozole? Tamales? No need to go south of the border…or even south of Highway 4! On your way to work or as your last chance “on-the-way-to-ski-food,” or even for après-ski appetizers, Mason’s is convenient for uphill or downhill travelers on the Ebbetts Pass Scenic Byway.

Right along my “commute” to work is this new little place where I can get a fresh cup of coffee or a warm muffin. On a cycling day, I might break for one of Mason’s protein shakes. For lunch, my “usual” has been the chicken burrito – warm rice, whole beans and crisp salsa wrapped in a hearty homemade tortilla…until today…this afternoon Stephanie (“Sugar”) prepared me a savory batch of nachos with fresh chile verde, one of Mason’s Hispanic specialties. Blended to a smooth, tasty consistency with tomatillos from Big Trees Market, the chile verde adds a fresh, succulent topping to Mason’s tacos, burritos, tostadas and nachos.Owned and operated by Kristen and Emerick Flores who now live in Arnold, the café is named for their 7-month old son. In fact, a Mason jar labeled “Mason’s College Fund” sits on the counter near the register, welcoming spare change. Other family members that help out or “inspire” at Mason’s are Kristen’s dad, son Darrion, and toddler Brayden.

The Flores opened Mason’s Café on October 20 after a fast and furious refurbishing of the old Honey Bear Donuts shop. Nestled along Highway 4 next to Sarafina’s Italian Kitchen, Mason’s menu includes a variety of Hispanic dishes, coffee drinks, protein shakes and pastries. Other specialties include breakfast burritos, tamales, pozole, and traditional menudo which has been a hot seller. Coming soon: taco salad with a twist, “migas” or chilaquiles, buñuelos, whole-wheat tortillas, and espresso! Kristen is taking orders for Thanksgiving pies - choose from pumpkin, apple or peach cobbler. Customers can sidle up to the counter along the wall to enjoy their Mason’s meal, eat on the patio, or take out their provisions. With years of culinary, coffee shop, deli, and grocery store experience, Kristen reports that her family came here to Arnold to relax. So far, between the non-profit group home they run in Stockton and the start-up of Mason’s, the couple’s 17-hour days have not afforded them an abundance of leisure. Kristen and Stephanie reminisced of a recent midnight madness frenzy of making tamales to fulfill an order. This week they are preparing for a catered event for 60 at Bear Valley. Yet their friendliness and hard work allow them to enjoy serving a varied and unique cuisine to the community and to visitors, and they are still hopeful to squeeze in some R & R. At least for 11 year-old Darrion, hitting the slopes is on his winter menu.

Mason’s Grand Opening celebration will be on Thanksgiving weekend and will feature a burrito and a pie-eating contest. The $25 entry fee will benefit a local wildlife program. Open seven days a week from 7:00 a.m. to 4:00 p.m., Mason’s menu features breakfast, lunch and dinner items. Tortillas are going like crazy! If you want tamales, you’ll need to give Mason’s about a 2-week notice. Watch for daily specials and Mason’s winter menu which will feature added items and a change of hours to 5 days a week, including later hours on Friday, Saturday and Sunday. Mosey on over to Mason’s for a traditional tortilla-wrapped taste treat or a warm bowl (32 ounces!) of a Mexican-style soup. Then delight in a delectable dessert such as Brayden’s Oreo Dream (Yum! Had to try it since this IS investigative reporting, you know!) or the unique Blueberry Pie Burrito! For the health conscious diner, slurp down a savory protein shake made with special powder by Dr. Gregory, Kristen’s dad.

The History of Veteran's Day
Both a federal holiday and a state holiday in all states, it is usually observed on November 11. However, if it occurs on a Sunday then the following Monday is designated for holiday leave, and if it occurs Saturday then either Saturday or Friday may be so designated.

It is also celebrated as Armistice Day or Remembrance Day in other parts of the world, falling on November 11 it is the anniversary of the signing of the Armistice that ended World War I. Major hostilities of World War I were formally ended at the 11th hour of the 11th day of the 11th month of 1918 with the German signing of the Armistice.

U.S. President Woodrow Wilson first proclaimed an Armistice Day for November 11, 1919. The United States Congress passed a concurrent resolution seven years later on June 4, 1926, requesting the President issue another proclamation to observe November 11 with appropriate ceremonies. An Act (52 Stat. 351; 5 U. S. Code, Sec. 87a) approved May 13, 1938, made the 11th of November in each year a legal holiday; "a day to be dedicated to the cause of world peace and to be thereafter celebrated and known as 'Armistice Day'."

In 1953, an Emporia, Kansas shoe store owner name Al King had the idea to expand Armistice Day to celebrate all veterans, not just those who served in World War I. King had been actively involved with the American War Dads during World War II. He began a campaign to turn Armistice Day into "All" Veterans Day. The Emporia Chamber of Commerce took up the cause after determining that 90% of Emporia merchants as well as the Board of Education supported closing their doors on November 11, 1953 to honor veterans. With the help of then-U.S. Rep. Ed Rees, also from Emporia, a bill for the holiday was pushed through Congress. President Dwight Eisenhower signed it into law on May 26, 1954. Congress amended this act on November 8, 1954, replacing "Armistice" with Veterans, and it has been known as Veterans Day since.

How We Screen Our Guests

Screening our guests is a responsibility that we take very seriously.

How do we do it? We talk to each potential guest on the phone before taking their booking. It's amazing how much information about a person we can get from a short phone conversation. By asking the right questions, we're able to discern a lot about our guests.

What's the purpose of their trip? Have they stayed in a vacation rental before? How many adults and how many children will be staying? What attractions are they interested in?

We are always on the lookout for any red flags. If we have a bad feeling in our gut about a potential guest we trust it. It's better to pass on a booking if it doesn't feel right.

If you have driven up and down the Ebbetts Pass Corridor the last few days you have no doubt seen the new patriotic eye fest. The Ebbetts Pass Veterans Memorial District and Scout Troops from Arnold & Murphys have festooned the area in Honor of Memorial Day.

The district helped with the funding of the project and the Scout Troops from the respective areas were in charge of mounting & display. The world-renowned Calaveras County Fair & Jumping Frog Jubilee has a rich heritage dating back to the 1800’s. In the early Gold Mining Days, the Mother Lode Country was very prosperous. It attracted many industrious individuals looking for adventure. One such individual was Samuel Clemens who regularly made the trip from San Francisco to a small mountain cabin near Angels Camp. It was during one of Mr. Clemens’ trips that he heard a tale that inspired his first published work, “The Celebrated Jumping Frog of Calaveras County”. The story records the antics of a character named Jim Smiley and his frog Dan’l Webster. Mr. Clemens first published this story in 1865 and used his pen name, “Mark Twain”, and so the legend began.

Today the adventure continues, we still jump frogs as part of the Calaveras County Fair and Jumping Frog Jubilee, which is held annually the 3rd weekend in May. This “Old-Fashion County Fair” features exhibits, entertainment, rodeo, horse events, livestock exhibits and the best little carnival in the west. Everyone is your neighbor and you are hosted by the friendliest people on earth.

Angels Camp Bypass Construction to Commence

Calaveras County Council of Goverments Director, Timothy J. McSorley has announced that the construction phase for the New Angels Camp Bypass will begin on April 14, 2008. All right of way issues have been resolved and should be wrapped up soon. The first phase will be construction of the bridges. Once the bridges have been completed then the focus of construction will shift to the roadways.

This project has taken almost 30 years to get to this point. Once it is completed it should have numerous benefits to the area. It will speed the flow of traffic up and down to Murphys & the High Country and it will also allow for enhancements to downtown Angels Camp. With the reduced through traffic the historic area of Angels Camp can focus on becoming a shopping and tourist mecca. The City has already held several meetings and hired an outside consulting company to guide them on the best steps they can take make the area even more alluring.

Revenue Procedure 2008-16 - Safe Harbor for Exchanges of Vacation Homes and Conversions to or from Personal Residences

This revenue procedure, which will be effective for exchanges occurring on or after March 10, 2008, establishes a safe harbor regarding when a vacation home can be considered investment property and traded in a 1031 exchange. The ruling states that a vacation home qualifies for a 1031 exchange if the investor owns the home for at least 24 months, rents it for at least 14 days for each 12-month period, and uses it no more than the greater of 14 days per year or 10 percent of the number of days during the year that the home is rented. These requirements apply to both the relinquished and replacement properties.

For purposes of this revenue procedure, a vacation home, also called a "dwelling unit" in the Revenue Procedure, is real property improved with a house, apartment, condominium, or similar improvement that provides basic living accommodations including sleeping space, bathroom and cooking facilities.

Arnold, CA...The Calaveras County Public Works Department really did a great job over the last wave of winter storms. With the low snow levels their crews were spread from Tamarak all the way down to and below Murphys for a long, long stretch of days. One of the great new additions the last couple of years is the new small snow blowers they have been using to clear the residential neighborhoods.

The difference between the blowers and the old road graders is comparable to a surgical knife vs. a sledgehammer. With the small blowers they can position the output so it doesn't fill up the driveway that the owners worked so hard to clear. They are also much less destructive to the roads and property.

The crews are owed a debt of thanks as well. They worked tirelessly for days and days to stay ahead of the storms. They drove and worked in very cold and wet conditions for days on end. Sometimes it seems we look at our county government as a glass half empty. This time the glass was clear full. Great job Public Works!!

Driveway Slope Issues

Our current County building code for roads and driveways states, "Maximum grades permitted: below 3,000' elevation is 16%. Above 3,000' elevation is 12%." In either case the code then states, "Any driveway with a grade exceeding the maximum permitted shall be provided with an asphalt or concrete surface." Thereby allowing all slopes with a finished surface to be approved. This has been the way we have done business since these County codes were enacted in 1992. In just the past approx. 60 days building permits were not being approved on driveways exceeding 16%, based on recent Cal Fire objections that the County code was not in compliance with State codes enacted in 1991.

Representatives of fire departments, Realtors, builders, engineers and key county department staff are meeting to discuss public concerns and confusion over driveway slope issues. CENTURY 21 Sierra Properties is one of the key stakeholders and when we have more information we will be updating you on this important issue.

A few CENTURY 21 Sierra Properties Agents took some time out of their busy day yesterday to take on learning a new sport: Cross Country Skiing! Carolyn Petersen, Kathy DeGraef and friend Pat braved the windy conditions and took a lesson from Paul Petersen at Bear Valley Cross Country Ski Area. A few falls and a few glides later everyone was zipping right along.

Bear Valley lies in the heart of the Central Sierra between the Mokelumne and Carson Iceberg Wilderness Areas. You will enjoy an extensive trail system of over 3,000 acres. Amenities include 35 trails carefully groomed for track and skate skiing and snowshoeing, the Meadow Cafe, a complete rental, demo and retail facility, 4 Trailside Huts including the new Osborne Ridge Hut, picnic tables, park benches, two kids' trails, a new waxing hut, groomed downhill practice area and a sledding/tubing facility. Trails are open from 9am to 4:30pm daily. The elevation of 7,000 to 7,800 feet guarantees first to open (usually mid November) and last to close (usually mid April) status among Sierra cross country centers.

Gigli and Steve Valenti are the new owners of the Lake Alpine Resort and have decided to make it a year-round destination. They plan to be open for the Winter. Even though Lake Alpine Resort is just past the winter closure gate on Hwy 4, you can still enjoy brunch, lunch and dinner at the Alpine Lodge from Thursdays through Sundays and seven days a week during the holidays. Winter Driving Tips from CalTrans

We received our first storm that brought snow and ice to our area last week. We were all really happy to see the snow but with it brings some challenges when it comes to navigating the roads.

Winter driving on roads and highways in the snowcapped mountains of California can be a pleasant adventure or it can be frustrating, tiring and sometimes even hazardous. The California Department of Transportation provides the following information to help make your mountain driving safe and pleasant.

Before Heading for Snow Country:

Make sure your brakes, windshield wipers, defroster, heater and exhaust system are in top condition.

Check your antifreeze and be ready for colder temperatures. You may want to add special solvent to your windshield washer reservoir to prevent ice from forming.

Check your tires. Make sure they are properly inflated and the tread is in good condition.
Always carry chains. Make sure they are the proper size for your tires and are in working order. You might want to take along a flashlight and chain repair links. Chains must be installed on the drive wheels. Make sure you know if your vehicle is front or rear wheel drive.

Other suggested items to carry in your car are an ice scraper or commercial de-icer, a broom for brushing snow off your car, a shovel to free you car if it is "snowed in", sand or burlap for traction if your wheels should become mired in snow and an old towel to clean your hands.

It is also a good idea to take along water, food, warm blankets and extra clothing. A lengthy delay will make you glad you have them.

Weather conditions may warrant detouring traffic from the main roadway. It is strongly suggested that drivers always keep an updated map containing the areas of travel.

If you have a cellular telephone, pre-load the Caltrans Highway Information Network (CHIN) phone numbers for convenient, updated road conditions.
Put an extra car key in you pocket. A number of motorists have locked themselves out of their cars when putting on chains and at ski areas.

Driving Tips:

Allow enough time. Trips to the mountains can take longer during winter that other times of the year, especially if you encounter storm conditions or icy roads. Get an early start and allow plenty of time to reach your destination.

Keep your gas tank full. It may be necessary to change routes or turn back during a bad storm or you may be caught in a traffic delay.

Keep windshield and windows clear. You may want to stop at a safe turnout to use a snow brush or scraper. Use the car defroster and a clean cloth to keep the windows free of fog.

Slow down. A highway speed of 65 miles per hour may be safe in dry weather, but an invitation for trouble on snow and ice. Snow and ice make stopping distances much longer, so keep your seat belt buckled and leave more distance between your vehicle and the vehicle ahead. Bridge decks and shady spots can be icy when other areas are not. Remember to avoid sudden stops and quick direction changes.
Be more observant. Visibility is often limited in winter by weather conditions. Slow down and watch for other vehicles that have flashing lights, visibility may be so restricted during a storm that it is difficult to see the slow moving equipment. When stalled, stay with your vehicle and try to conserve fuel while maintaining warmth. Be alert to any possible exhaust or monoxide problems.

Chain Requirements:

R1: Chains, traction devices or snow tires are required on the drive axle of all vehicles except four wheel/ all wheel drive vehicles.

R2: Chains or traction devices are required on all vehicles except four wheel/ all wheel drive vehicles with snow-tread tires on all four wheels.
(NOTE: Four wheel/all wheel drive vehicles must carry traction devices in chain control areas.)
R3: Chains or traction devices are required on all vehicles, no exceptions.

Chain Controls:
You must stop and put on chains when highway signs indicate chains are required. You can be cited by the California Highway Patrol and fined if you don't. You will usually have about a mile between "Chains Required" signs and the checkpoint to install your chains.
Control areas can change rapidly from place to place because of changing weather and road conditions.
The speed limit when chains are required is 25 or 30 miles an hour.
When you put on chains, wait until you can pull completely off the roadway to the right. Do not stop in a traffic lane where you will endanger yourself and block traffic.

Chain Installers:

If you use the services of a chain installer, be sure to get a receipt and jot the installer's badge number on it. Remember, chain installers are independent business people, not Caltrans employees. Having the badge number may help with any misunderstandings later. Chain installers are NOT allowed to sell or rent chains.
When removing chains, drive beyond the signs reading "End of Chain Control" to a pull-off area where you can safely remove them.

Attended a very interesting conference in Lake Tahoe on Wednesday that was put on by the Instant Software Inc. I was concerned that the sessions would be mostly directed to selling their Vacation Rental Management software and some sessions did have a "salesy" tone to them but there was also a lot of very good information. It was also nice to talk with many of the rental managers up in Tahoe and get their prospective on the industry.

Lake Tahoe is so beautiful. I entered the conference when the sun was coming up over the lake and left when the sun was setting. The drive from North Lake Tahoe and back over the pass last night was a first for me. My advice: go slow, turn on the brights and drive in the middle of the one lane road. Needless to say, I was happy to be be pulling into Arnold!
